PubCoder is a desktop application for Mac and Windows.

Every seat is meant to manage a specific email account for a person.
Each account can be used on whatever number of computers, but one computer at a time.
So if you have 5 seats, you can share your license with four additional users, and each one can install PubCoder on how many computers they want but use it one computer at a time.

Any format you will create (XPUB or EPUB) needs a reader, yes you can actually create an HTML format and embed the file inside your website (the reader is included in the file you export using PubCoder).
