1. I offer a 7-day trial on my subscription products. A Stripe payment doesn't occur until after the trial. Will Push Lap Growth pay affiliates after the trial or on signup. I'd like to pay after the trial.
2. I would add my own custom Terms of Service/Affiliate agreement. Do I need tier 3?
3. I track my current advertising via a small html code installed on the thank you page that follows sign up. How will I be able to track if an affiliate made the sale?

You can choose when to award commissions: either on trial (sign up) or only after a successful payment. Just set this preference when creating your affiliate program.
Yes, to add custom Terms of Service or an Affiliate Agreement, you’ll need at least Tier 3.
Tracking currently works through one of our integrations. For Stripe, you’ll need to be using Stripe Checkout Sessions, Payment Links, or the Stripe Payment Button.

We don't have an Outseta integration. Although we do have an integration with Zapier we're currently building
