I like Quoters. It's simple and the proposals are impressive.

I've set it up on a subdomain and used it for 2 new customers so far and a few more for prospects. They've been quite impressed with the proposals, the fact they brought it up speaks for itself.

Pros:
It's very simple to use
If you quote for a new service, you only have to do it once and can add it to rates library for future use
Branding options are good
Customers like the look of the proposals

Cons:
More flexible formatting?
