Yes. But I would recommend to create and setup the chat firstly in your account and then transfer your admin rights to the responsible person. Don't forget that after you transfer admin rights you don't have access to transferred chat anymore.

I basically want each team to be admin of the site they are managing so I can delegate the responsibilities of managing the chats and operators of that particular site But don't want to totally loose control or my admin rights to re:plain as a system.
