Q: I thought that you couldn’t live steam to Facebook and another platform like YouTube.
It’s part of their terms. Has this been changed recently?

As long as you are not an API developer, multistreaming is not forbidden. It's allowed, it's open for Facebook or YouTube users. Feel free to give me the link to their terms where this limitation is mentioned.
