Once you're done with a certain website, can you reuse the license for another website? Or will the effect on the first website be lost if you remove the license?

One license can be used on one production site only. It does not mean, that you can create infinite number of sites with one license.
Localhost and staging sites does not count as a production site, so you can have a staging, localhost and a production site running from one license.

I am hearing this from all sides so here is something for you:
We have just increased the number of site activations by a factor of 10. Where originally you got a single license, now you have 10. Also the stacking numbers have been improved.
