Q: Can it create image to videos?
In Tier 4 can the Appsump plan create image to videos? It also says you can retrain up to 5 models per month. What happens to the previous months models?

Video generation isn’t included in the LTD plans, even Tier 4. For custom models, you can train up to 5 new ones each month. Your previously trained models remain available as long as you keep them active — if you need to free up space for new ones, you can delete older models to open slots.
