2- What do you mean that we cannot have GDPR & CCPA at the same time? are these referring to the privacy policies that automatically generated by seers?

3- so if we have our own privacy policy that covers both GDPR & CCPA at the same time, can we link them in the cookie banner?

1. Yes, you can link your privacy policies to your banner.
2. GDPR and CCPA are different laws that cannot be utilised simultaneously, and neither refers to the policies established by Seers.
3. If you have your own policy, you cannot apply both laws simultaneously.

Sorry but I don't understand why you say we cannot apply both GDPR and CCPA in our privacy policy? So do you mean we can only serve either EU residents/citizens or California consumers at a given time?
or there are no other websites that serve both consumers in California and EU residents/citizens while they are compliant to both GDPR and CCPA?

Just with a quick look at some of the privacy policy generators online
I can see that their privacy policy has separate sections dedicated to CCPA and GDPR and even other jurisdictions in the same privacy policy and describe the rights of residents/consumers in these areas,

So can you elaborate what do you mean by "If you have your own policy, you cannot apply both laws simultaneously." or what do you mean by "GDPR and CCPA are different laws that cannot be utilised simultaneously"?

So what is wrong with explaining the rights of consumers in different regions in the same privacy policy?
