If you'd want to manage drip feeding pages to Google manually, you could create an SEO Page with just a limited amount of search terms and/or locations, submit your sitemap in Google Search Console and the add a few search terms and/or locations daily.

But this should be necessary, since Google will index larger amounts of pages in batches anyway.
