Tier 3 can produce 100 ads / month with 12 variations to choose from for each ad? If I want another format for the ad, say from Google Ads to Facebook Ads format, it requires another credit?

Yes. You can add multiple pages to generate variations for each page within a single generation.
Adaptations is our roadmap. As of now, it is another credit with 12 variations.
