1. YES you can post on the user's behalf (we call it AutoPilot). But the user has to turn that feature on. Needless to say we have to give the user the option.

2. You do not need your own App ID in order for this to work. That being said, we do monitor our network for very spammy content that falls outside of the Facebook, Twitter and LinkedIn terms. Obviously we need to protect our reputation with Facebook.
