Q: To use email piping feature I need to run the WordPress instance in a VPS with crond, command curl available, ...
etc, or it can work in the traditional hosting without Shell access ,only PHP,DB and Apache?

Email piping works with any hosting having the option to add the cronjob, Shell access is not mandatory.
