1. Can I set up (for a client) get the links onto an ad campaign; and later, as the ad campaign is running, add the retargeting pixels?

For sure, you can re-edit a link already created in Switchy and add Pixels on it, change the destination, etc! 😊
But if you can, it's better to add directly your differents Pixels before running the Ads (each click will feed your differents pixels! 💪)!
