I've tried to do it, but can't seem to figure out whether this would with TexAu.

Unfortunately, creating Custom Audience is not possible with TexAu. Check this guide for more details: https://support.texau.com/en/articles/4681986-is-it-possible-to-create-a-custom-audience-using-texau-data
Custom Audience requires you to communicate with the users first.
