The team members and workspaces can't have a limit set to them.
In general, whenever a team member in one of your workspace generates a report, it automatically deducts 1 usage from your quota.

What if it reaches the limit? What if I want to increases the limits ?

I would say stack more codes as 1 code gives you 500 Topic Model & 500 Questions Finder limit. Let's say, you stack x5 codes, 2500 limit for each tool should be enough.
