Thanks for your query. It means that you would not be able to change your license tier once your deal leaves AppSumo, but you will still be able to reduce/refund up to 60 days after your initial purchase.

For example, if you purchase tier 2 the day before the deal ends, you would be able to reduce/refund for another 59 days even after the deal has left Appsumo.
