No where it is mentioned that it is one video of 3 minutes.
Here is the exact explanation. Kindly read this carefully
1. Photo to Avatar led Videos - you will get 100 videos per month (each video can be between 10 seconds to 15 minutes. The duration depends on how many characters you type. We have no control on that.
HD avatar with hand movements - Tier 1 has 3 minutes per month.

In order to maintain stability - the new tool which is launching on 13th April, will have 16:9.
But our current tool has both 9:16 and 16:9
You may ask why? We want to stabilize the new tool before incorporating 9:16 canvas. This is part of the pipeline. We will have it.
