So, why list it at all if there's a choice??? Can I do all I want to do (limitations of 300 videos and 2 avatars) with Tier 2? Sometimes I want a narration. Other times I don't.

Yes your understanding is correct, but Non Voice videos are not something any one uses. These are merely 5 second clips joined together. If I were you, I would purchase Tier 4. Instead of Tier 5
