The big promise here is record a silent screen video, add it in your platform and that writes the script and uses my Elevenlabs API to voice it.
But will it do all of that in this LTD (to the upload limits of each tier) without having to purchase anything else from you?
I am confused by the "one time" stuff and how that is used in the workflow I just described.

Yes, you can upload a silent screen recording, have VideoMule generate the script, and create synced voiceovers using your ElevenLabs API key.
Please note that usage limits depend on the LTD tier you choose. Monthly upload allowances reset each month, while the one-time video-analysis allowance does not reset. If you exhaust an allowance, you can purchase an add-on for additional usage or manage your usage within your tier's limits.
Alternatively, you can record your screen while explaining the steps in your own voice. VideoMule can use your narration to generate the script, allowing you to use your monthly upload minutes without relying on the one-time video-analysis allowance.

So is the video analysis, that I assume I would have to re-purchase, part of that workflow? Is that what's used to create the script?
"Alternatively, you can record your screen while explaining the steps in your own voice." Where is the value if I do this? I may as well just do it in Camtasia (what I would be using to record the silent video anyway) and render the video in there.
