If so, where does this user data go? Can I capture it as well to use for outreach campaigns? Does Vidstep send my viewers marketing materials based off the users I capture?

Yes. If you make a Vidstep private. the viewer must register with Vidstep to get access to the content shared from your account. This is a similar concept to Google Drive for example, but without the viewer/business having to pay for that persons access.
When you make your Vidstep Private, you must (like Google Drive) grant permissions for that person to see the content by adding their email address to the "Shared Privately with" section. There is no data for you to capture, as they are already a known user to you in this Private content use case.
As for our communications, only registered Vidstep user receives communications from us in accordance with GDPR and other privacy regulations.

Is there a way in the future to avoid needing a viewer to sign into Vidstep prior to accessing my private video? I plan on making all my videos private and granting access to them by sharing the URL link. I think it will deter many viewers to watch the video if they need to first step up an account.

You can make the link "Public" and share the URL to only those you wish to share it with. However, if they then share the link with other, there will be nothing stopping others from accessing it.
That is why we provide you with either "Private" (invite by email and register to access) or "Workspace" (invite to your workspace and register to access).
The other alterative is to create a private website with member only access and embed your Vidsteps to control it that way.
