Q: Can you remove + add channels within the tier limitations?

Within the tier limitations for the number of channels you can use this tool on - for example only 1 channel on Tier 1 - can you add and remove channels? So if I stop using it for one brand/channel, can I remove the one I've been using it for and add a new one, and have it still be within that 1 channel limit? Or would I need to go up a Tier to allow more?
