Once you're no longer working with a given person, you can deactivate their user and free up the seat they were using. You can also choose to anonymise their user for privacy and still retain the data they put into the system.

So, in terms of number of users, Tier 1 would be fine. But, in such a situation I would likely want to create a new board for each group, which means that you'd likely soon run into the 3 board limit of Tier 1. You can work around the issue by exporting the data and then cleaning up the board whenever you want to onboard another group, but that's a bit of a hassle.

Thus, I'd recommend going straight for Tier 2 and the unlimited boards. The price difference isn't that big, and you'll also get access to The Innovation System online course. It's simply a much better deal overall.
