don't code, will this allow us to design websites in Wordpress without actually working in Wordpress, that is just working in Visual Inspector?

Say a client has a WP site he hires me to refresh it...do I login into their WP site and via Visual Inspector make the changes and upload them all from there? Or is this just a mockup tool, and then I actually need to go in WP to make the changes?
