Our Tier 2 does not include unlimited GPT-4 requests, and no such thing exists at the moment (even ChatGPT Plus subscribers have limited access to GPT-4, e.g. certain amount of messages every 3 hours). We have a monthly fair usage policy for GPT-4, which is currently at 300,000 words each month.

Once you hit the limit, you're still able to use GPT-3.5 to process your requests.
