I checked your plans at https://webboss.io/page/pricing.html. However, I can't find eCom and Developer? Is this like the WebBoss.io eCom Package and Developer Plus Reseller Package ? Can you clarify this plan for AppSumo.
Q2.) Where are servers located ? Is it only in UK?

1. The plan available on AppSumo is that of the full WebBoss eCom Package that you can find on the website, but we have scaled this to include multiple websites on a lifetime licence, so you don't need to worry about the ongoing hosting costs.
2. Currently, our servers are located in the UK, but we have plans to expand these. For more information please see our roadmap- https://roadmap.webboss.io/

The server upgrade would be part of the service WebBoss provides and so any background migrations or mirror servers, to spread the load across the world, would be at no additional cost to you.
