Does this mean that we do this with the license that we purchase here on Appsumo, or does it require an upgrade to a Webinarloop 2 Agency Pro Yearly account?

On Appsumo you get Webinarloop 2 PRO with 10 licenses which you can sell to 10 people. You don’t need to upgrade to Agency.
Can we sell a license (for example to a client) and create the webinar so that they "own" it via their account, but we have access to manage it via our account?
Hi,
Webinarloop agency lets you create accounts for others. They will have full access and will be able to manage their own webinars. You do have the authority to cancel their accounts, but that's it.
