this is what i thought too, its confusing, 2021 license t2 has the agency features i believe. updated now 2025, those early adopters should be grandfathered to tier 3.

this seems like a money grab. And our clients can still tell it's webstarts by the URL. "Agency Features" is ambiguous. What are they .
