Q: Hi there, I have a few questions: 1) Is the account owner/administrator considered a "user"?
2) Can we switch users? For example, contractor A is no longer working with the company. Can we assign their license to contractor B?

1) Yes, the account owner is also a user and he/she has control over the entire organization.
2) Sure, you can archive one user and add another one.

Thanks, for 1), does that mean that we can only manage/track 4 other users (given that the admin is a user and if there are 2 admins, we'd only be able to track 3 other users)? Would seem that we should be able to track 5 users (and not count admins as users). There's another LTD on this platform that's double the cost, but allows for 25 users.

There can only be one owner in each team that is considered a user and yes, the owner can manage 4 other users (within the deal, you can also stack additional codes for more users).
