1) You can add Custom CSS in Dashboard. I'm not sure what do you mean by "which user roles will apply this css"
2) You can hide "Users" menu from your Customer by using our Menu Editor.
3) We've most advanced Custom CSS/JS options. You can select specific Post/Page/Category/Tags etc
4) Yes, you can show/hide submenu by user roles
5) You can use Admin Pages for creating any kind of Dashboard Pages using any Shortcodes and Page Builder like Elementor, Divi, Oxygen Builder etc
