Q: Does this plugin do anything to optimize playback speed based on user's bandwidth or device type?
Services like Vimeo scale the stream based on user's conditions. (I realize it's a lot of technology, but would be good to know either way.)
And if not, what recommendations would you have for ensuring stutter-free playback?

You're talking about server side optimisations, which obviously a file storage system like Drobox doesn't do.
Using CloudFront and S3 would give a better performance over using S3 and DB alone.
The video player in WPVM is videojs which supports HTML5 video and modern streaming formats, however WPVM is about getting cheaper video storage rather then a stutter free.
