You can choose either Tier 1 or Tier 3, if you need to upgrade or downgrade you can do so and the difference will be reimbursed to you.

If you want to stick to a tier but need occasionally extra emails, you can purchase a one-off email credit package with no time limit to use, that will always be available in your account.

All 3 Tiers end when the offer ends (Oct. 30th), after that you will be able to purchase one-off email packages.

As for the difference between Tier 1 and 3, the only one is the number of emails you can send out monthly and the number of campaign previews, all of our premium features are equally available for all 3 License Tiers.
