Q: For multiple signees, can the order of signatures be controlled (ie witness signature AFTER client signature)?

The order of signatures is controlled by the order of the parties in the document you are preparing for signing. So Party 1, Party 2, etc.
Email with the document for signing will be sent in that order to all listed parties.
Your witness should be the very last person to sign the document.
