Yes, if you start with Level 1, you'll be able to upgrade to a higher Level at the current AppSumo pricing for as long as the campaign remains live. (through the end of this month)

Level 1 includes up to 250 members. If your community grows beyond that, you don't necessarily have to upgrade right away—you can also add additional member capacity for as little as $1/month per additional 1,000 members, giving you plenty of flexibility as your site grows.
