WTS & WTB membership website

Question

I want to build a marketplace where people post requests to buy (WTB) and listings to sell (WTS) different categories of merchandise.
It will have its own messaging system so members can message each other.
So essentially, people will register to the marketplace, get approved then they can list the WTS or WTB listing, which become visible after moderation.
There will be 3 membership tiers (free, paid, premium)
Everybody can see the listings, but only paid members can reply and communicate with other paid members.
Can this be done with Brilliant Directories?
