Data systems serve a different purpose and are used for documenting the key systems at your organization that house data. They are used to provide full compliance documentation and for handling of privacy requests that you may receive from users (so you know how to handle those requests). Most competitive cookie consent tools do not include that functionality and you usually only find it in higher end enterprise tools like OneTrust.
