Q: 1.

I had a Twillio account for years and most of my phone numbers are there but the SMS cost looks better with Bandwidth and oh my gosh! the phone numbers are $0.30?! So I was thinking to switch Twilio to Bandwidth now.
What would you recommend?

2. There are voicemail settings on the Account page. What is it all about? Do you mean people can call the number assigned for the SMS solely? Or what if the number used for SMS is the actual business number?

1A. I prefer Twilio but if you’re considering the switch…double check and make sure that their lower rates are not excluding the carrier taxes. Twilio advertises with carrier fees so I’d recommend that you double check bandwidth and make sure that their lower rates are not excluding the carrier taxes. Twilio advertises their total rate which includes carrier for use while many of the other gateways do not. - I use Twilio and I recommend them. They’re rock solid.

2A. Or you can set up voicemail or you can set up call forwarding to your business phone. With most gateways the phone number is for texting and can also receive phone calls so with our system you have the choice you can do one of the two. If you watch the tutorials, it will show you how to either set up, call forwarding or set up your voicemail.

Carrier fees meaning the fees that are charged by AT&T, Verizon and T-Mobile. Each of them charge fees to the gateways. Check this article https://support.bandwidth.com/hc/en-us/articles/360056370554-Messaging-carrier-surcharges

Twilio has it included in their rates. Bandwidth and Plivo do not.

But this article is from 2020
Now on their website on that page I referred to earlier (https://www.bandwidth.com/are-you-reaching-a-twilio-plateau/) under the "What volume can Bandwidth handle?" question they say:
"...Since we’re our own carrier and aren’t paying a third party network mark-up fee we’re able to give you an excellent cost per call or message." So, they don't use AT&T, Verizon, etc.. other carriers. Do they?

That’s an awesome change that I was honestly not aware of. Personally, I’ve used Twilio for years so I have not experienced their service but these rates are pretty fantastic so if there are no other fees, that’s a great choice.
