1. Yes, you can upload free courses to your academy. As the sales commission fee ranges from 2-10%, if your course is free, there's no fee to collect.
2. Yes, you can keep your free courses unpublished or unlisted so that they won't show up to users on your academy. You may then use the direct link, or the course tester feature to give access to specific users.
