If you need 6 members, it is better to choose Tier 3. However, we also have an internal Guest role. Guests have the same capabilities as regular members but have access to only one workspace. The limit for guests is 1 to 3 in relation to members (for example, if your plan includes 2 members, the guest limit is 6). If this setup works for you, Tier 2 will be sufficient.
