For level 1: is that 1500 all time attendees or 1500 attendees per event?

Level 1 includes 1,500 attendees across all of your active events combined, not 1,500 per event and not 1,500 for the lifetime of the account. Attendees only count while an event is active and open for new registrations, so closing registrations or archiving an event releases that capacity.

Yes, that's right. For this limit, “attendees” means completed event registrations, not the number who actually watch or attend. If you have 1,500 completed registrations across your active, open events and 200 people attend, the capacity used is still 1,500.
