    # I'm not based in the EU, do I still need this?

    Yes! GDPR requirements also apply to you even if you’re not based in the EU but have EU-based users or you only have non-EU users but are based in the EU. Moreover, if you're not based in the EU but have users from California, you need to apply CCPA. Regarding pageview count, we count only pages where GDPR or CCPA apply, as regardless of whether the notice is being displayed or not, our code is still working in the background and activating the right tracking scripts based on the user's consent/preferences.
