Is this saying that there is only a lifetime quota of 10,000, and once it is used up it can no longer be used?
Or does it reset every month, or can it be removed and then used again?

"up to " means maximum. There is no such circumstances that your 10,000 maximum is not available.
Then why use the term "Up to". Telling the maximum number means there is a minimum number as well. I hope that's not the case with this tool. I hope the minimum is 10,000 as well.
