3D Effects are exclusive for Videos only and its available from Tier 3.

Blur Effect:
Blurring of images in tours is available from Tier 1 whereas blurring in Video is available from Tier 2 onwards.

User collaboration:
This feature is available from Tier 2 onwards based on the creator limit offered in each tier.
