Thanks for your question.
You don't need anything other than WordPress to start making design changes with Microthemer. It doesn't depend on any 3rd party tools - it's a standalone style editor. But, when you say "assign it to free WP", do you mean on wordpress.com (Auttomatic hosted) rather than self-hosted? If so, you can't use Microthemer on wordpress.com because they only allow their users to install a limited number of plugins. For a regular WordPress site where you can control what plugins you install, there won't be any problem.

When I asked the question about WP is this...
We can "upload WP" free into a domain in our hosting company.
That is Free.
But the options are really limited, when it comes to design, etc.
So, if I upload WP into a domain, as a normal process in most hosting companies, can I use your solution to make a great website without the need of buying-using another theme, whether that theme is free or paid? For example, Astra WP has a free plan, which is rubbish....
Can I make a great looking website on WP based on the constraints-probs described above?

And yes, you can use Microthemer if you're running WordPress through a general web hosting company. You would add the content for the pages with Gutenberg (the default content editor for WordPress). And then style the content with Microthemer. I should note that Microthemer is just for styling, not adding content. But Gutenberg can handle that for you.
As I mentioned in response to a recent question, Microthemer is best for those that want to learn a bit of CSS (the language of design on the web), or already know some. It's a learning tool for many, as well as being a tool for speeding up the design process. The docs on my site can help those that want to learn some HTML and CSS e.g.
