SendFox has an Automation feature (a Pro feature) for emails. However, the specific functionality you described here is not supported.

SendFox's Smart Campaigns can pull articles from your blog site through RSS but they will pulled in as a standalone newsletter that you can manually schedule to send or automatically send at specific days of the week.
