15 user licenses is for number of sheets or google account ?
and if i need the whole site url, eg. https://sheetmagic.ai/ , can i use sheetmagic scrape all this url about this site ?

Yes, you can scrape the URL given and it will return all the text on that URL. We also have an images option which will grab all the images on that URL
