The lead limit applies to active leads stored in your account.

To clarify:

Deleted leads do not count toward your lead limit.

Unsubscribed leads that remain in your account still count, since they are still being stored.

If a lead is both unsubscribed and deleted, it will no longer count toward your limit.

This gives you full control over your lead capacity—you can free up space at any time by removing leads you no longer need.
