Good question! A user is defined as a person joining your team on Soon! We don't differentiate between a planner/manager or somebody that is supposed to be scheduled. So let's say you have 5 managers/admins and 20 employees/members, in Soon this would count as 25 users in total. I hope to have answered your question. :)
