Once it becomes inactive all the data is deleted, right?
Is there difference between the two plans about the time a wordpress could stay live?

It would really help if you can describe your use case and what you want to achieve.
A common misconception is wanting to use Squash as a live site, Squash is not meant to be used like that. Squash is a replacement for dev/test/QA environments, but a much improved solution where you can lots of testing sites with unique URLs that automatically get decommissioned when not in use.
If you are looking for a service that runs a site 24x7 then I strongly recommend looking for a traditional hosting company (Digital Ocean, WPEngine, Linode, AWS, etc).

Not if you enable "persistent storage", although this storage also gets deleted automatically if there is no usage in a 60 day period (which is its max expiration time).
