Yes, it is the equivalent of a VPN without the actual VPN application and GUI. It is an IP address that you can use in the rawest form.
Would these work fine for media like netflix? Problem is for this use case I don't need 10, just 1, so maybe consider this market. Maybe you can also reuse ranges that are burnt for scraping but may still work for media?
