Now we need to duplicate scene and add text and manually need to update the character as per scene.

Yes, we are now started increasing the limits in phases. The best alternative to adding scenes one at a time is what one of our users suggested - to generate 2 videos separately and then stitching them together.
Worry not, as we are not stopping at 60. We will continue to increase the limits.

If I will be creating seperate video then in most of the case for creating one video I need to create 3 or 4 video.
And my total downloads will be 3 or 4 instead of 1.
If there is any other option to stitch the video in Steve itself them please let me know.
I don't want to waste my download count.
